HLASM - SIO = Start I/O

The opcode of the SIO instruction is X'9C00'.

"Start I/O" has previously been defined with opcode '9C'.

Originally, the second byte of the instruction was not used, and not regarded as part of the opcode. When additional I/O instructions were needed, the second byte was redefined as part of the opcode.
